The UAE’s phased ban on single-use plastic products, introduced under Cabinet Decision No. 380 of 2022 and Dubai’s Executive Council Resolution No. 124 of 2023, reached its final phase on 1 January 2026. Beverage cups, lids, cutlery, plates, straws, stirrers and expanded polystyrene (EPS) food containers made from conventional plastic are now restricted from import, production, distribution and sale across UAE markets, building on earlier phases that removed single-use plastic bags, cotton buds and table covers. The regulation exempts products made from plant-based Polylactic Acid (PLA) and other genuinely compostable or biodegradable materials, provided this can be substantiated. Compostability & Biodegradability Verification

Materials marketed as compostable or biodegradable — the basis on which PLA and similar products are exempted from the ban — must demonstrate disintegration, biodegradation and non-toxicity to plants under defined conditions, not merely break down into smaller plastic fragments. PLA & Bioplastic Material Characterisation

What does the UAE’s single-use plastics ban actually restrict?
As of 1 January 2026, the UAE prohibits the import, manufacture, distribution and sale of a defined list of single-use plastic products made from conventional plastic, including beverage cups and lids, cutlery, plates, straws, stirrers, food containers and expanded polystyrene (EPS) packaging. Earlier phases, dating back to 2024, already restricted single-use plastic bags and other disposable items.
Are all single-use products banned, or only certain materials?
The restriction targets conventional plastic formats. Products made from Polylactic Acid (PLA) and other materials that genuinely meet recognised compostability or biodegradability criteria are excluded from the ban, as are certain products intended for export or re-export and specific recycled-material products, subject to the conditions set out in official guidance.

What is the difference between “degradable,” “biodegradable” and “compostable” claims?
“Degradable” often refers to conventional plastic with additives that cause fragmentation rather than true biodegradation, and generally does not satisfy compostability requirements. “Biodegradable” and “compostable” are more specific claims that require evidence of conversion to carbon dioxide, water and biomass within defined timeframes and conditions, verified through standards such as ASTM D6400 or EN 13432.
How long does testing take?
Material characterisation and migration testing are typically completed within one to two weeks.
