The UAE’s phased ban on single-use plastic products, introduced under Cabinet Decision No. 380 of 2022 and Dubai’s Executive Council Resolution No. 124 of 2023, reached its final phase on 1 January 2026. Beverage cups, lids, cutlery, plates, straws, stirrers and expanded polystyrene (EPS) food containers made from conventional plastic are now restricted from import, production, distribution and sale across UAE markets, building on earlier phases that removed single-use plastic bags, cotton buds and table covers. The regulation exempts products made from plant-based Polylactic Acid (PLA) and other genuinely compostable or biodegradable materials, provided this can be substantiated. PLA & Bioplastic Material Characterisation
Suppliers switching to PLA, PBAT blends, starch-based composites or other bioplastics need to confirm the resin composition matches what is declared, since PLA is only exempt from the ban when the material genuinely meets compostability requirements under sustained industrial composting temperatures.
